No LIRR trains will run between Rockville Centre and Babylon on February 29 and March 1, 2020. A complicated bus timetable is available at http://web.mta.info/supplemental/lirr/february-29-march-1-babylon-busing.htm

There are local buses marked L on the timetable, but these will not reach Rockville Centre. Buses meeting the hourly trains at Rockville Centre are marked R on the timetable. If you look at the westbound departure times, you can see that there will be multiple starting points for this service. It would not surprise me if each of the 11 intermediate stations had staff counting empty seats and needed seats westbound.

About 10:15 Saturday morning, three LIRR employees had opened the downstairs waiting room at Wantagh to help passengers avoid the wind blasts as they awaited hourly buses. First came a Coach USA from Dillons in Hanover, Maryland, which took the ten waiting travelers. Following were two Academy GoBuses. I think the local bus was from Stewart Airport Express. The LIRR employees were not involved with dispatching; the drivers were making the contacts.

Sunrise Highway sees bus services while the LIRR has no trains between Rockville Centre and Babylon. The buses stop at the stations. It seems that Academy provides about 60% of the buses and various Coach USA firms the 40%. Did one buy out the other? The surprise of the past hour was to see a Short Line bus with the digital sign scrolling 17 M, the local NY 17 from Harriman through Monroe and Goshen to Middletown. That's where Charles Minot initiated dispatching by telegraph in 1851. I did not learn how the drivers today are dispatched, maybe by text messages?

I believe you might have seen a regular Short Line schedule, regardless of what sign was displayed. Short Line and Adirondack Trailways run a few daily trips from upstate to Long Island... |
