While Bus Rapid Transit may be a great idea for moving people and taking cars off the street, it may not be all that new as one might suppose. Take the Buffalo Transit Company's operation, once their inbound buses crossed the city line from various suburban origin. With the exception of stopping to discharge passengers at selected locations, these buses operated basically closed door express to the Lafayette Square Terminal in downtown Buffalo and stops outbound were to receive passengers going beyond Buffalo City Limits to the limit of the capacity of the bus involved on a particular trip. NFT on the other hand, was mostly all stops local service inside the city of Buffalo. They did,however, have a white letter on red background designating first stop limitation for discharge of passengers, thus a certain stop would be to discharge passengers only, while preceding stops were to receive only. So, Buffalo Transit Company, in the way they operated,essentially laid the ground for Bus Rapid Transit, which is a whole lot cheaper to implement than the light rail line Buffalo wound up with, as much as I like to ride that from time to time, BRT would have been a better choice for Buffalo. Modify the traffic signals along Main Street and modify key stops at major transfer points and the ingredients for Bus Rapid Transit were already in place with a minimum of new construction. Rochester,NY has a chance to improve their bus operation the way Cleveland has done and Los Angeles has done, but with a minimum of new construction. Who says it has to be expensive to attract riders must have been smoking something wacky.

The abiity to obtain funds for schemes in today's environment is easier than past operations. The zoned express concept is certainly not new and much cheaper, as is standard limited stop service. For example, Staten Island would be better off replacing most of the limited stop service with "Ferry Specials" that only pick up going towards the ferry and only drop off from the ferry.
